STATEMENT BY MS KAREN ONG, DEPUTY PERMANENT REPRESENTATIVE OF THE REPUBLIC OF SINGAPORE TO THE UNITED NATIONS, ON AGENDA ITEM 112, MEASURES TO ELIMINATE INTERNATIONAL TERRORISM 5 OCTOBER 2026
5 October 2026
A concise summary of the main points regarding this article.
Madam Vice-Chair,
1 Singapore congratulates Ambassador Trishala Persaud, you and Members of the Bureau on your election. I assure you of Singapore’s full support for you and your Bureau members during this session. We align ourselves with the statement made by NAM and ASEAN. We also wish to thank the Secretary-General for his report.
Madam Vice-Chair
2 Terrorism remains a serious threat to international peace and security. The global terrorism landscape is constantly evolving. It continues to present novel challenges that require the collective effort of the international community at the domestic, regional and international levels to overcome. Singapore has taken measures to counter terrorism at all three levels.
3 First, Singapore’s 2026 Terrorism Threat Assessment Report assessed that the terrorism threat to Singapore remains high. In particular, the threat of self-radicalisation, including among youths exposed to extremist content online, is a serious concern. The Report underscores the importance of identifying and reporting early signs of radicalisation and suspicious activities, and encourages members of the public to play an active role in safeguarding Singapore. Public vigilance is therefore a critical part of our response. We also remain committed to disrupting the financing that enables terrorism. We periodically update our National Strategy for Countering the Financing of Terrorism and the Terrorism Financing National Risk Assessment, which reflect our continued efforts to countering terrorism financing threats and maintaining a robust and updated framework.
4 Second, at the regional level, Singapore is engaged in the war against terrorism through various ASEAN initiatives which have been elaborated by the distinguished Representative of Cambodia on behalf of ASEAN. The cross-sectoral coordination to address the multifaceted aspects of terrorism and violent extremism is done through the ASEAN Plan of Action to Prevent and Counter the Rise of Radicalization and Violent Extremism.
5 Third, Singapore remains committed to the global fight against international terrorism. We are party to 15 international counter-terrorism agreements, and continue to firmly support the UN Global Counter-Terrorism Strategy as it enters its twentieth anniversary of adoption. We appreciate the ongoing efforts of the General Assembly to regularly implement and update the Strategy, including the ninth review of the Strategy which was recently concluded. Singapore also hosts the Counter-Terrorism Information Facility (CTIF), which works closely with partner countries to enhance information exchange at the operational level to combat transnational terrorism, and strengthen regional peace and security.
Madam Vice-Chair,
6 The General Assembly has established a working group with a view to finalising the process on the draft comprehensive convention on international terrorism as well as discussions on convening a high-level conference under the auspices of the UN. My delegation looks forward to working closely with this working group as part of our collective efforts to achieve consensus on these matters.
7 I thank you.
